Yes, you can make a Facebook-page for yourself (but I don’t recommend using Fiverr’s name - use your own name), and you can post and promote your gigs on social media.

Keep in mind that using paid Facebook ads can be a hit or miss, as some users have reported that Facebook have flagged them for breaking their rules.
