I recently had someone reach out to me in a message and said he was interested in business but it had to be done over phone. Is this normal?

Sharing off Fiverr contact is against the Terms of Service at the bottom of the Fiverr main page.

Make sure to carefully read the Terms of Service as a violation can risk your account.

Just reply that this is against the Terms of Service which your buyer will find at the bottom of the Fiverr main page.

It’s common, but against ToS. If you do it you can get banned.

These offers often are scams, anyway. I think people feel Fiverr is a good place to get cheap, sketchy work done. And in a way, I guess it is.

It’s completely normal. Whoever your buyer is wants to get you on the phone and convince you that they need a copy of your ID, your bank account details, your social security number, and your address.

In 0.000001% of cases, this is because a buyer has a genuine job offer for you. In 99.999999% of cases, its because they want to scam you .

Fiverr does not allow off-Fiverr communication because it only leads to security risks.

Tell your buyer you are not interested and just move on.
