Transcribe orchestral score from mp3 into sheet

Hi im Giulio, im new, i don’t know if the section is right, sorry in advance.
Anyway, I have a doubt, can I ask a seller, (who offers the transcription service of an orchestral part), starting from an mp3 to do it in the score?
I don’t know if for copyright reasons we can do it, and if not, how can I do it in order to have it anyway? (Maybe inserting in the score the original composer arranged by xxxx).
