Cant make a payment by using Payoneer card

Hello everyone, its my first time here I hope I will find solution of problem.
I am buyer on Fiverr from last one year now when I want to process payment by using Payoneer card it shows the error PAYMENT NOT PROCESS.

I remove cache and history of browser even I change my device but I am still facing that issue, can anyone have idea how to sort this issue.
