If you Switch to Selling and then click More at the top of the page you will find Buyer Requests in the drop down menu.

First you need to create/publish gigs and then you will be able to send buyer requests.

As @pixelsgeek advised you need to have at least one gig on display which is not the case at present.

Go to Fiverr home page and you will find a blue button named “Post a Request”. Hit that button and submit your request.
