Can anyone please guide me if a seller has completed 60 days of being an active seller, completed 10 orders,maintained a rating of 4.7 , has 90% Response rate over the course of 60 days and 90% Order completion over the course of 60 days and 90% On-time Delivery over the course of 60 day and also avoided receiving warnings over the course of 30 days but could not earn at least $400, will the seller be promoted to level 1 or not?

Obviously not. If one of the requirements is not fulfilled why fiverr will promote you?
You need to tick all the boxes with requirements for the next level.
