Not having the right gig for the Buyer request

Hi‌ guys, sometimes when I go to buyer requests I see requests that I want to send an offer to but I don’t have a related gig for that request, since it’s not possible to create gigs related to every request out there, is there a way to have a custom offer without selecting any of my gig which are not related ? What would you guys do in this situation? Just select the wrong gig ?
