Buyer didn't leave review

Is it possible for buyer not to leave review of seller?
I thought it is necessary …

The above is from the Terms of Service at the bottom of the Fiverr main page where the rules as to how Fiverr works are explained in detail.

You can’t force a buyer to review, i had similar issue with my first ‘buyer’, regards.

There are many who do not. There are several conversations in the forum on the same subject. it only remains to continue working hard and of good quality to get new clients that if they leave reviews

No it isn’t necessary. Why would it be necessary? It would make no sense for Fiverr to treat buyers that way, plus it would encourage bias. Reviews are only impartial and serve other viewers if they are given willfully and for no incentive.
