Creating a new account in same pc

Ques. No. 1: I have a fiverr id which is not in a good condition. I have got bad ratings which doesn’t let me to do buyer request. I have 24$ to withdraw and i want to disabled this account and create a new id to continue my service. Is that possible?

Ques No.2: Is it possible to add a payoneer account in my present account and after disabling this id , add that payoneer to my new fiverr id?
