There are two main lists to get level one seller.

• Complete at least 10 individual orders (all time)
• Earn at least $400

To get level one seller tag should I complete both or complete any one of them?

Both… You can check the analytics page . You can see the requirements their for the next level . You have to fulfill the requirements to be promoted to the next level . When you will fulfill the requirements you will be promoted on fiverr evolution day. (15th of every month ).
