So, you violated Fiverr’s Terms of Service.

You can try contacting Customer Support, apologize for breaking the rules, promise that you will never do it again, and politely ask them if they will restore your account.

If that doesn’t work, you can ask them if you’re allowed to make a new account. Only make a new account if you get the permission from Customer Support, otherwise it will get banned, too.

Either way, read Fiverr’s Terms of Service carefully, and don’t break them again.
