Personally I think if the title is so long you can’t read it all without clicking on the gig, it’s too long. I don’t provide the same service as you though, so it may be more suitable for you to have longer titles. Should be long enough that you can accurately give people a quick overview of what the gig is about, though.

I’d say: neither too short nor too long.

You neither want the title to be too short that your potential buyers are left clueless nor do you want it to be too long that the entire title is not visible in Fiverr’s search listings.
