I joined fiverr for about a week as a web developer and wordpress expert. I have already done 2 projects.Both of them are to increase the speed of wordpress website. But the main thing is that the speed variation between GTmetrix and Google page_speed insights. Although there is 95%+ speed in GTmetrix but google page_speed shows less than 40%. Nothing can increase the speed of wordpress website in Google page_speed insights. Although i told my client earlier that i will speed up the site and will show only in GTmetix. But i really need to know why the google speed is not increasing??? Thank you

We should see the Google report to answer properly.
Some latency problems depend by the theme used, others can be resolved at server level rather than at CMS level.

That means only wp rocket plugin can’t increase the wordpress website speed upto 90% in google page speed??

If your customer uses an old version of PHP (5.6 for example), and/or an heavy stack of web fonts, and/or a theme that calls a moltitude of CSS and a bunch of (undeferred) scripts, I would say no.
