No. You need to pay for whatever you purchase. If you don’t have any earnings in your Fiverr balance, you pay via credit card or PayPal.

You cannot place any order without credit because when you will pay for service it not automatically credited over seller account.(fiverr take that as intermediate) it credited in seller account once order will completed.

Suggest you read the Terms of Service at the bottom of the Fiverr main page for the rules as to how Fiverr works. Everything is explained there.
