It is literally required for some gig extras - for example, live direction, which many voice actor sellers use.

Edit - To add to this, it is only against TOS if you’re doing it to circumvent Fiverr’s own messaging system. Fiverr does not facilitate voice or video calls. So it is fine, unless they’re doing it to avoid having to talk on Fiverr - but of course, we have no way of knowing that.
