Payoneer Revenue card costs?

I read that there are costs to use the Fiverr Revenue Card, like 1 for each withdrawal and 3 if made within 2 hours, but I never really noticed no costs actually. Did you?

" The fee to withdraw is $1 within 2 days, and $3 within 2 hours (the option to choose is available during withdrawal)"
