If you are getting no impressions thus no clicks and orders then Update Tags.
If you are getting impressions but no clicks and orders, then update Title.
If you are getting impressions as well as clicks but no orders, then improve your description &packages.
Simple
No Impressions = Update Tags
Yes Impressions & No Clicks = Update Title
Yes Clicks & No Orders = Update Description & Packages

Your 1st and 3rd points are good … But I am not agree with the 2nd point . I will not recommend anyone to update the title … And no one should update the title . If anyone change the title later the url and title will not match and that can decrease the rank and may can hide the gig from search page .
