Why am I not able to submit request to CS?

Does anyone know why?
After when I click on “submit request”, it isn’t in " My requests [Requests I’m CC’d on]" as active request. It’s pretty frustrating because Fiverr made one of my successful gig “pending” and it says it may be 30 days… even though I haven’t changed anything in that gig.
