I have once had a similar issues like this where the client told me to just send it over the inbox because he couldn’t open my portfolio link. Hopefully, Other professionals here on this forum will do justice to the question.

I believe Flikr is fine. Some sites aren’t and they should be in the TOS. However, if your client is saying they can’t access the link and telling you to send your items through chat, they could be trying to steal your work. You can also put items in your Fiverr gig portfolio. I’ve had a few people insist that they couldn’t see anything and demand for me to send copies of my articles on cats/bitcoin/etc to them through chat. Obviously, they were looking for free content so I said no.

There is a list of URLs that are allowed to share in gig description or profile, Flickr is among them.
I’d assume you can use them in chat too then. You probably should make sure that your Flickr portfolio contains no contact information, though.

What URLs can I use in my profile or Gig description?

The following URLs may be used in your profile or Gig description:

Note: If you use a URL in your Gig, which is not in the above list, your Gig may be denied. Repetitive violations may also cause an account to be restricted.

In addition to what @ miiila said if your approved portfolio link contains no off Fiverr contact information why not include it in your profile or gig description and the problem is solved.
