I was the same when I started, but I would definitely look into buyer requests since that’s where most of my orders have come from so far. It’s a good way to get started and that’s what I would recommend doing instead of waiting around.

If there are no buyer requests, then you cannot send any BR proposals.

You just have to be patient. The BR displays at different time zones, what you need to do is, study your city’s or country’s time zone. Always refresh the buyer request page every 1hour 30min or more or less. You might be lucky to find requests. It will not be a crime to set a reminder when you are sure of the time the BR will be out. I hope this help.
