How to pay another seller after the 1st seller rejected my purchase?

I’d order a video & paid $20 by credit card. The seller rejected my job.

I found another seller in Fiverr but unsure & unable to pay him.

After placing an order with this new seller, the system still prompt for payment by paypal or credit which I refused to pay.

I tried searching for an email to instruct Fiverr but there’s any.

Can anyone help?
