First you clear with buyer what he want.

Some time we got fake buyers. Who’s create issues in our services.

Now you place your order and if buyer not completed it then you ask for problem or issues in order completion.

If you complete this step then it clear to buyers.

If he not respond your order or message then you can complaint to Fiverr.
