Question on using realistic 3d models of someone

I know the topic could have been better. I was thinking of creating several 3d models of some people for my adverts… Question is… Is it legal? Do you need permission? I won’t be using their names in the advert so they can’t claim I am using their names to sell myself… I got the idea from a movie that showed Obama in some of their scenes and I am about 45% sure they weren’t sued or asked for his permission. Could someone help me understand this a little better.
