Writing a good offer for buyer request

Hi guys,
Can any one tell me how to write a good offer to the clients?
Like… by what should I start it or should it be formal or not ,etc.
I write a lot of offers and there is nothing untill now.
So I thought it may be something wrong in the way that i write the offer.
also I dont know if the reason is my lodo design gig or not!
Can any one help ?
