I want to add my payoneer account to fiverr please guide me how can i add my account

Go to Earning page. You will find the option for Payoneer (Fiverr revenue card). Click this option & follow the all instruction.

I created payoneer account but did not activate it yet and even i dont have atm master card

so is this possible that i withdraw to my payoneer account and later on i activate it

No - you need to wait until you’ve done all that before you can transfer from Fiverr to Payoneer.
