Will be refunded if i want to abort my order after llacing it

Hi there.
I have paid for an order and now my seller is not giving me those type of input as he promised in yhe begining
Also he is replying arrpngantly and asking me for more days
He is giving me some lame reasons for him not able to complete my work
I dont have time according to him
May i know if i abort my oder will i get mg refund if i decline any of his upgradation
Please let me know
It would be a great help for my and will be a great relife for me.
