Oh, I see your point, as I said, I’d love to see the job briefing, it doesn’t seem to mention some simple Google image searching. I guess you can report it, but I think they need the people who own the copyright/IP to file a complaint, not some 3rd party, so you’d probably have to spend your time to find and tell them, so they could complain to Fiverr, or maybe try writing to support, CEO or someone, to convince them to do more thorough checks for the Rising Talent badge if you have convincing proof for a few “dubious rising talent cases”. They might rather stop using that badge however than hire more people to do checks (which wouldn’t be the worst in regards to the fraud, but might hurt the others, so, yeah), but trying doesn’t hurt if you have the time and energy.

Oh, in the last 10 days I reported maybe 10-30 frauds in the logo section. Most of the time I am not looking for them but they post a new topic here promoting their GIG and I go and see stolen artwork and then report all GIGs and profile and usually in 24-48 hours that user is gone.

I send links to the original source of the logos or images in my report.

For this particular case I did, I wrote to CS that they gave Rising star badge to the seller who is using artwork stolen from internet in his promoted GIG. I was going to just report it normally using flag but since he got rising star badge I decided to send an official remark to CS.
