Not sure what you mean but if you check the Terms of Service at the bottom of the Fiverr main page you will find the rules as to how Fiverr works.

Question needs to be elaborated. Once a gig is published, the next step is to get orders. You can either send custom offers or let buyers find you through searching. You’d be expected to deliver the orders on time, complete all orders successfully and maintain positive rating for a successful Fiverr account.

There are certain things you can’t do. You can’t do spamming to seek attention or increase visibility of your gigs. Fiverr’s Seller Help Center presents a detailed guide for new sellers. It’s always a good idea to go through all instructions as you set on your Fiverr journey! Good luck.
