I Paid Extra for Licensing: Graphic Artists has No Idea What to Do about It

I paid for the option of having exclusive licensing for an image. The graphic artist did not provide the documentation regarding my rights to it. He has no idea about this option, yet it was (I guess automatically) made an option on his gig. Is there a boilerplate document that Fiverr or anyone recommends that I can send him? Any other suggestions? I thought I’d solicit your ideas before trying customer service.
