If buyer as cancellation due to his own mistake, does fiverr allows him to leave feedback?

If a buyer misguides me about a project and after completion he ask me to cancel the order and i contact customer support. Let’s suppose they transfer money to my account. Can buyer leave me feedback after money transfer or not ?
please guide me friends.
