My positive rating is under 90% that’s why I can’t send any buyer request.but my question is if I can’t send any buyer request! then How can I get a job and how can I increase my positive rating ?

Its new policies of Fiverr, if your ratings are down not 90% you will not able to send buyer requests. Try to keep 100% ratings.
