Did you get the permission from Customer Support to open a new account? If not, it doesn’t matter whether you log in from your phone or your computer, your new account might get disabled as well.

If you have the permission to have an account, I doubt that your OS or when you install it matter.

Still, for any official answer, you need to ask Customer Support. This is forum, and we’re just sellers and buyers, not Fiverr staff.
