Hanging out at buyer request

Hanging out at buyer requests and when updates, more sellers are offering their services than buyers who want serious hiring services.
They keep writing “Looking for… budget $ … please contact me”. I sent him an offer and he contacted me not to buy but offered his services.
As a new seller, this is very annoying because per day can only send 10 offers.

I know that sellers can not offer their services on the buyer request, but what about those who have done it?

If you are very new in seo you should use buyer request to follow market demand.
