i can not open my fiver account with my IP address (any fiverr site). please help me?

No one on the forum can help you with this. If you are using VPN you might try turning that off. Otherwise you’ll need to find a way to contact support.fiverr.com. They have an email address at support@fiverr.com but I strongly advise creating a ticket instead if you can.
