,1. What is the procedure for providing a buyer a refund?
2. Does Fiverr charge from the tip provided by a buyer?

Cancelling the order would get them a refund (not a total refund of the full amount initially paid).

Yes, Fiverr takes 20% of the tip, as well as 20% of the normal order amount (based on a past order).

It depends what the processing fees were.

As of July 2016, the current fees assessed to the total purchase amount are $1 on purchases up to $20 and 5% on purchases above $20. When purchasing from your seller’s balance (i.e. out of your earned revenues) or buyer’s shopping balance (resulting from any credits or refunds) you will not be charged a processing fee

Funds returned to your balance from cancelled orders will not include processing fees paid.

So when an order is cancelled, the buyer gets the amount paid for the order minus any processing fee paid I think.

You can Refund to a buyer by Resolution center or contact fiverr customer support,
one thing remember Refund effect your profile,
