Active gigs for Level 1 seller - 15 or 10?

Hi,
I was just read the ToS and found some mistake on level 1 gig limitations. In ToS, the active gig for Level 1 seller is 15 (Link: https://www.fiverr.com/terms_of_service#! ) whereas in levels page, it shows 10 gigs for Level 1 seller (Link: https://www.fiverr.com/levels )

Is that what I think or anything else?
