What is the best way to send offers on buyer's Requests?

Hi Fellows,

                    I hope all of you are doing great, I want to know what is the best way to send offers on buyer's requests I am sending 10 offers daily from many days but I cant get a single client I do not know what is the sit out there,                    I am looking for data entry tasks immediately for long terms but from many days I have not done this I am getting small orders to work on that really hurts to understand every time new thing and focus on it for a small time and very small budget I want to Grow My self Professionally.
