You can send the file via Google Drive only if you also attach proof of your work in the Delivery message on your order page, because Fiverr’s Terms requires you to deliver at least a proof of your work.

From the TOS:

Sellers must deliver completed files and/or proof of work using the Deliver Work button (located on the Order page) according to the service that was purchased and advertised on their Gig.

Yes, you can send google drive link into the delivery of the order. What matters the most is client’s satisfaction and agreement. If your client does agree to receive delivery in the form of google drive link then it is totally fine.
However, you can attach some proof of the work as well if you really have something otherwise talk to your client and send the link!
