I have seen few Fiverr gig which just taking work and passing to some one

Nowadays, I have seen few gig users who do not know work but they are taking orders at higher prices and passing some one who is providing similor services at lower cost.

Is this some one can do? How to stop this person to place an order on my gig?
Is this ethical?
can some one do this type of work on Fiverr?

I am thinking this type of people becoming a mediator in between direct executors to clients.
