I need clarification on payoneer?

I just want to know that whether payoneer payout is available to the new members or not? When I log in to my account, payoneer fiverr card link is available but it directs me to the card application form. Does that mean that I can withdraw my earnings just after completing and selling my first gig? But I will need to apply for it first off course. But my question is that can I withdraw my fiverr earnings just after applying and receiving fiverr revenue cards? Or I will need to wait till I reach level 2? Another thing, can I withdraw all earnings to bank account via payoneer, instead of fiverr revenue card?

Earnings are withdrawn to Payoneer/Payoneer Fiverr Card regardless of the achieved levels. After you have received your Payoneer card you must activate it by logging into the Payoneer website. Funds can be accessed after transferring to the respective card and @ your local ATM
