Question about payoneer payout?

I just want to know that whether payoneer payout is available to the new members or not? When I log in to my account, payoneer fiverr card option is available. But I will need to apply for it first off course. But my question is that can I withdraw my fiverr earnings just after applying and receiving fiverr revenue cards? Or I will need to wait till I reach level 2? Another thing, can I withdraw all earnings to bank account via payoneer, instead of fiverr revenue card?
