Stealing premade banners?

So I my question is, Are you allowed to display Graphics of lets say youtube channels of like Mkbhd, Unbox therapy ETC
and market them as your own creation because I was browsing Fiverr and I found someone trying to sell gis graphics design gig with banners not made by him, BUT he is claiming to have made them?

If its not allowed then a Admin contact me for the link because I know sharing links is not allowed.

I understand, but it is also likely to cause people to ignor you. Bold text is for highlighting. Posting an entire post in bold is unnecessary.
