My request was declined

My client ordered a gig from me to hire 24 other freelancers on fiverr to create 5 email addresses. Then I have to deliver an excel spreadsheet with the freelancers’ username, e-mail addresses and passwords.
I created a request on fiverr with this text “Create 5 email accounts at different email service providers.” and it was declined by fiverr. What is the problem with my request? Fiverr doesn’t allow sellers to hire someone?

Would that be fine for fiverr if I’d hire freelancers on an other freelancing website but I’d complete the work on fiverr?
I don’t have idea how to do this work for my client…
