First experience not good, how to get a refund?

Bought some service from a guy that has good rating, the requirements were that he needed to login into my WP which is fine as I made a custom role so he only has access to what I need him for.

His service states “within 24hour” that was on my BD on the 24th and still not received it, I opened a dispute but he just simply declined (what a bs system anyway because most of them will decline by defeault) and asked again for the login details so I gave it again to him and yet still no action.

This is some BS because he has not delivered so how I get a refund if he declines my disputes?
