Help. Where is the "create an offer" or "send offer" button when messaging someone?

Title explains it all. I’m on the message page and I can’t find the send offer button and I need to do this asap. Thanks in advance

Thank you. I realized that the problem was actually because I had paused my Gigs. I needed to activate them in order for the “Create an Offer” sign to show up!
