This is something that you need to send to customer support as it related specifically to your account. The forum can not help with these types of issues, only offer guidance.

You were right to reject the PayPal offer - as no matter the reason (even if legitimate), it is against the site’s terms of service, which are in place to protect both the buyer and seller.
